For a company working with Russian phone numbers and personal data, a local solution is usually simpler for telephony, contracts, and compliance. International platforms like Retell AI, Vapi, Bland AI, Twilio, Amazon Connect, and Genesys offer more flexibility in model choice and global scaling, but you still need to verify phone number availability, traffic routing, recording storage, and the full stack cost.
This is not a “best bot overall” ranking. No single product wins at the same time on launch speed, speech naturalness, price, data control, and contact-center depth. Below is a map of 13 solutions, a method for calculating total cost, and a pilot plan that helps you choose a platform on your own calls.

Voice bot — a software system that receives or initiates a phone call, recognizes the other party’s speech, chooses the next response or action, synthesizes voice, and records the outcome. A modern LLM agent can also query a knowledge base and call tools: check an order, change an appointment, create a lead, or transfer the call to an employee.
A similar interface hides four different products.

Choosing the wrong solution often happens before the demo: a company asks for an “AI-powered salesperson” when it actually needs a predictable five-question script. Or, on the contrary, it buys a cheap voice broadcast tool and then discovers that the product cannot hold context, safely change an appointment, or pass conversation history to an agent.
Comparison method
This article was prepared on July 17, 2026, based on official product pages, documentation, and pricing. We did not conduct a lab test of recognition quality or latency, so we do not assign “naturalness” scores and do not repeat unverified conversion figures. Prices are a snapshot of public rates, not a commercial quote. For products sold “on request,” that is noted accordingly.
For selection, we use the framework “Environment → Dialogue → Action → Control”:
- Environment: where telephony, recordings, transcripts, and personal data are stored.
- Dialogue: the script or LLM, Russian language, interruptions, noise, numbers, names, and terminology.
- Action: what the bot actually changes in CRM/ERP and how errors are handled.
- Control: call consent, limits, escalation, audit, versions, and metrics.
This order is more useful than comparing voices. Beautiful TTS will not save a solution that cannot reach the right number, loses context during transfer, or writes the wrong date into the CRM.
How the Russian market differs from the global market
The main difference is not model quality, but the operating perimeter. Russian businesses need local telephony, an operator contract, outgoing business call labeling, provable consent for mass calling, and proper handling of personal data. An international platform may support SIP and Russian, but that does not mean it is ready for a lawful large-scale campaign to Russian mobile numbers.
Starting September 1, 2025, Russian operators must send the company or sole proprietor name and the call category to the subscriber’s phone; for this, the business signs an information display agreement. That same date also introduced a mechanism for subscribers to opt out of mass calling. The government describes the labeling and the displayed line of up to 32 characters on the official page for Resolution No. 1300.
In addition, mass or automated calls require prior consent that allows the subscriber and their intent to be clearly identified. If the customer cannot prove consent, the calls are considered to have been made without it. Separately, Part 2 of Article 18 of the Advertising Law prohibits automated advertising dialing without human involvement; an explanation regarding audio recordings of such calls is published in the ConsultantPlus legal database.
The second barrier is data. When collecting personal data of Russian citizens, recording, systematization, accumulation, storage, and retrieval must be carried out using databases in Russia, except in cases provided by law. This follows from Article 18 of Law No. 152-FZ. For foreign SaaS, a generic statement about GDPR is not enough: you need to map the actual flow of audio, transcript, prompt, logs, and backups.
Practical rule: if your call audience is in Russia, first choose a lawful telecom and data setup, and only then choose the conversation model. Connecting an international AI layer via SIP is sometimes possible; moving a Russian campaign entirely into foreign SaaS without legal and architectural review is risky.

The figures cannot be compared directly. For example, Vapi's price covers orchestration without provider costs, Bland's price includes LLM/STT/TTS but not telephony, and SpeechKit's rate covers only one speech component. Russian rates may include VAT, while dollar rates usually do not. So the table is for shortlisting, not calculating a winner.
Russian platforms
1. MTS Exolve Robots
MTS Exolve combines its own communications platform with a low-code robot builder. The official page lists inbound and outbound scenarios, RAG, REST API, and MCP integrations with CRM, ERP, databases, and booking systems. This is an important difference from standalone ASR/TTS: numbers, routing, and the robot are closer to one provider. Product description states voice communications from RUB 0.21/min, but robot creation is billed separately, so the actual quote needs to be requested for each scenario.
Choose this if: you need a Russian contracting structure, low-code for a business team, and telephony integration without stitching together several foreign services.

2. Voximplant Kit
Voximplant Kit is a broader contact center builder: visual workflows, outbound campaigns, inbound queues, agent workspace, AMD, recordings, reports, and integrations with HubSpot, Zendesk, Salesforce, Bitrix24, and Kommo. The platform supports multiple speech providers and claims 118 languages and dialects, which is convenient for an international company.
The public Kit price has now been replaced with a “get a quote” offer. That makes initial comparison harder, but it may make sense if the buyer is choosing not a bot, but a single omnichannel contact center.
Choose this if: you need both robots and human agents, multiple channels, and ready-made connectors, but do not want to build everything on low-level CPaaS.
Check: the availability of specific telephony and speech providers for Russia, per-minute pricing by scenario, campaign limits, number porting, data export, and AMD behavior on your data.
3. Naumen Contact Center, Erudite, and Speech AI
Naumen covers the enterprise stack: progressive, predictive, and preview dialing, auto-informer, AMD, lists with priorities and time zones, visual workflows, CRM integration, quality control, and more than 40 built-in reports. All of this is listed in the official Naumen Contact Center capabilities map. Erudite adds voice and text bots, while Speech AI provides speech recognition and synthesis.
The strength here is not “the most human-sounding voice,” but end-to-end operations for a large contact center. When hundreds of agents are working alongside the system, queues, WFM, roles, recording, quality control, redundancy, and controlled rollout matter. Pricing is provided on request.
Choose if: the company is replacing or modernizing a contact center, not launching a single outreach campaign.
Check: the cloud/on-premise option, module licensing, implementation time, fault tolerance, scenario versioning, and support costs.
4. Zvonobot
Zvonobot is a service for fast automated outbound calling. It includes scenario management, speech recognition, answering machine detection, and integrations with Bitrix24, amoCRM, and 1C. The public pricing separates voice broadcasts and conversational AI: broadcasts cost from ₽5.00 to ₽3.20 per minute depending on volume, while the conversational bot starts at ₽7 per minute; setup is listed separately from ₽100,000 and CRM integration from ₽30,000. Choose if: you need to quickly test outbound notifications, lead generation, surveys, or database reactivation with a clear dashboard.
Check: how the plans differ technically, whether telephony is included, how short connections and transfers are billed, who owns the numbers, how opt-outs are recorded, and whether you can export all recordings and results.
5. Tomoru
Tomoru positions its platform around voice and text bots for sales. Public pricing ranges from ₽6.4 to ₽4.4 per minute depending on prepayment; telephony is not included in that rate, and billing is per second. This is stated directly on the Tomoru pricing page.
Choose if: you need a ready-made conversational bot for qualification and booking, and the business prefers implementation with the vendor rather than building it in-house.
Check: telephony and implementation costs, scenario ownership, how quickly changes can be made, CRM integration, objection handling beyond the demo, and the share of correct actions, not just conversations.
6. Skorozvon
Skorozvon grew out of a tool for sales teams: a predictive dialer, CRM features, and a voice bot. The public autodialing rate is 4 kopecks per second, or ₽2.40 per minute; the solution page mentions time zone handling, answering machine detection, SMS based on the result, and transcription. Current terms should be verified on the official pricing page because add-on projects, lines, and recording may be billed separately.
Choose if: the main goal is to increase the share of conversations handled by live agents and add a bot to the outbound funnel.
Check: the difference between predictive dialing with an agent and an autonomous bot, abandoned call rules, maximum load, and how results are integrated into the CRM.
7. Yandex SpeechKit
Yandex SpeechKit is not a ready-made campaign service, but a speech layer for your own system. It is useful if the company already has SIP/PBX, developers, and orchestration, but wants Russian ASR/TTS. According to the official SpeechKit pricing streaming recognition costs ₽0.1626 per 15 seconds of audio, and API v3 synthesis costs ₽0.1626 per request; TTS v1 is billed by characters. Choose if: you need to control business logic, telephony, and data, replace individual components, or deploy the speech layer closer to your own environment.
Check: the cost of a full duplex dialogue, rounding for short fragments, streaming API limits, domain vocabulary quality, annotation tools, and who will build turn-taking, interruption handling, RAG, tools, campaigns, and monitoring.
International platforms
8. Retell AI
Retell AI is a ready-made LLM agent platform with templates, simulation testing, batch calls, webhooks, transcripts, and analytics. Pay-as-you-go pricing ranges from $0.07 to $0.31 per minute depending on the LLM and voice; 20 simultaneous calls are included, and additional lines cost $8 per month. Choose if: an international product needs a fast path from prompt to production agent with testing and observability.
For Russia: first confirm SIP/BYOT, the ability not to transfer personal data abroad, localization of initial capture, contractual availability, and Russian language quality on your recordings.
9. Vapi
Vapi is an orchestrator for developers. The platform lets you choose STT, LLM, TTS, and telephony, and connect your own keys and tools. That is why the advertised $0.05/min rate is not the full price: the official Vapi page explicitly says provider costs are passed through to the customer. Build includes 10 simultaneous calls, an additional line is $10 per month, call history is stored for 14 days, and enterprise features are available in Scale.
Choose if: model flexibility, your own code, BYOK, and the ability to optimize quality/cost at each layer matter.
Do not choose based on the $0.05 rate alone: add telephony, ASR, TTS, LLM, recording, observability, and support. Vapi’s flexibility is an advantage for a strong engineering team and a source of complexity for a team without a platform owner.
10. Bland AI
Bland AI focuses on predictable outbound AI calls. The Start plan is $0.14/min with no monthly fee and 10 simultaneous calls; Build is $0.12/min plus $299/month and 50 lines; Scale is $0.11/min plus $499/month and 100 lines. LLM, STT, and TTS are included, while telephony is billed separately. All of this is listed in the official Bland AI pricing list.
Choose if: the main use case is high-volume outbound outside Russia, and a clear rate matters more than freely mixing all providers.
Check: daily and hourly limits, dialing rules in each country, branded calling, transfer fees, SIP, data storage, and the real carrier cost.
11. Twilio Programmable Voice
Twilio is a global CPaaS, not a ready-made “sales bot.” It provides PSTN, SIP, recordings, AMD, Media Streams, and ConversationRelay; the team builds the intelligence and business logic itself or brings in a partner. That offers maximum control, but also maximum engineering responsibility.
The Russian pricing is especially notable: an outbound call costs $0.3432/min to mobile numbers and $0.4348/min to local destinations, Media Streams is another $0.0044/min, and ConversationRelay is $0.07/min. Prices are published on the Twilio Russia page and can make an international setup economically pointless compared with local SIP.
Choose if: the product is global, the team can build a real-time voice stack, and it values APIs and international coverage.
12. Amazon Connect
Amazon Connect is a cloud contact center in AWS with routing, outbound campaigns, agents, analytics, and integration with Lex, Polly, and Nova. As of July 2026, the main Amazon Connect Customer page lists $0.038 per voice minute plus standard telephony; features include AI self-service, agent designer, testing, analytics, and proactive/outbound engagement. Choose if: the company already operates in AWS, is building an international contact center, and wants usage-based CCaaS without a large number of seat licenses.
Check: AWS region, available numbers, AI and Lex pricing in the selected configuration, egress, Customer Profiles, support, and migration of existing telephony.
13. Genesys Cloud CX
Genesys Cloud CX is a mature omnichannel CCaaS. The CX 1 plan already includes voice channel, speech-enabled IVR, outbound campaigns, virtual agents, native voicebot, predictive routing, recording, and analytics. Public pricing starts at $75 per named user per month with annual billing; telephony and additional AI tokens are priced separately. Features and plans are listed on the official Genesys page.
Choose if: you need not just a standalone bot, but a standardized global contact center with agents, quality, routing, and enterprise governance.
Do not choose for a single simple outbound campaign: the full feature set comes with licenses, an implementation project, and a longer change cycle.
How to calculate the cost of a voice bot
Total cost per minute = telephony + platform/orchestration + ASR + TTS + LLM + recording and storage + analytics + handoff to an agent + implementation and support amortization.
There are also non-per-minute costs: number rental and labeling, concurrent lines, agent licenses, CRM connectors, development, testing, information security, and support. For outbound campaigns, cost per attempt also matters: if 70% of calls do not connect, dialing and AMD pricing can change the economics.
Comparison example for 10,000 connected minutes
We will not invent an “average market” price. We’ll use only public components and show why the final estimate remains a range.
- Bland Start: $1,400 for AI minutes, then carrier, numbers, and transfers are added.
- Vapi: $500 for hosting/orchestration only, then STT, TTS, LLM, and telephony are added separately.

How to choose a solution
If you need a simple service call campaign in Russia
For order confirmation, reminders, NPS, or notifications, do not start with LLM. Shortlist: Zvonobot, Skorozvon, Tomoru, and MTS Exolve. The scenario should be short, measurable, and not require free-form consulting. The winner will be the one with the highest correct connection rate and task success on your own data, not the best demo voice.
If you need a Russian conversational bot with integrations
Compare MTS Exolve, Voximplant Kit, and Naumen. If you are building an international AI voice product
Retell AI is a fast managed start, Vapi offers component-level freedom, and Bland AI focuses on large-scale outbound. Twilio is useful as a telephony layer, but it is not correct to compare it with a ready-made agent. Run one scenario on two platforms: the difference will show up in tool debugging, interruption handling, simulations, and observability.
If you are modernizing a contact center
Naumen, Amazon Connect, and Genesys Cloud CX are closer to each other than to a voice broadcast service. Look at migration of queues, agents, WFM/QM, reports, recordings, and number inventory. The bot cost will be only part of the program.
14-Day pilot plan
Days 1–2: choose one task
A good pilot is order confirmation, lead qualification, or data collection. A bad one is “replace the sales team.” Define one target action, 5–8 common intents, transfer rules, and prohibited actions.
Days 3–5: build a control set
Prepare at least 100 de-identified utterances or approved recordings: silence, noise, interruptions, fast speech, numbers, addresses, names, refusal, off-topic questions. Split the set into tuning and blind testing so you do not optimize the bot for just a few examples.
Days 6–8: integrate safely
First allow only read access or writing to a test environment. For changing an order, payment, or address, use confirmation and an idempotency key. Log the tool input, result, error, and final reply without unnecessary personal data.
Days 9–11: run identical calls
Compare platforms on the same data, at the same times, and with the same caller ID. Do not mix dialogue quality with the quality of the original list. For outbound campaigns, separate attempted, connected, human answered, conversation started and task completed.

Do not set universal thresholds based on someone else’s case. Before the pilot, establish your own operator or current IVR baseline and the minimum acceptable improvement. For a critical operation, even one dangerous error is enough to stop autonomous mode and return to human confirmation.
Law and Data
This section is a practical checklist, not a legal opinion.
- Document the source and exact text of prior consent for mass calling; keep proof and the form version.
- Do not use automated promotional dialing as if consent solves everything: Part 2 of Article 18 of the Advertising Law contains a separate ban on automated dialing without human involvement.
- Sign an agreement with the carrier for business call labeling and verify the displayed category.
- Synchronize the company’s suppression lists with the subscriber’s opt-out and the carrier’s mechanisms.
- Map your data flows: audio, number, transcript, intent, CRM fields, prompt, logs, backup, and support access.
- For Russian citizens, check the localization of initial collection and each cross-border transfer with a specialized lawyer and information security specialist.
- Disclose that a call is being recorded, if it is, and define the purpose, retention period, and access.
- Prohibit the bot from requesting secrets, full payment details, and verification codes without a purpose-built secure process.
FAQ
How is a voice bot different from auto-dialing?
Auto-dialing is a mechanism for calling a list of numbers. It can play a recording and collect DTMF without a full conversation. A voice bot recognizes free-form speech, keeps context, chooses a response, and can take actions. One product often combines both layers, but their costs and risks differ.
Are Russian voice bots worse than international ones?
That generalization is inaccurate. Local platforms are usually stronger in Russian telephony, Russian-language context, contracts, and integration with local systems. International voice-agent PaaS often add new LLMs, voices, and developer tools faster. The quality for a specific use case is determined by a pilot on your calls.
Can Retell AI, Vapi, or Bland AI be connected to Russian telephony?
Technically, some platforms support SIP or custom telephony. But technical connectivity is not the same as operational readiness: you need to check the carrier contract, labeling, consent, localization and cross-border data transfer, payment availability, and support. Without an agreed setup, this is an experiment, not a production environment.
How much does a voice robot cost per minute?
Public rates in the review start at fractions of a ruble for a standalone speech API and reach several rubles or tenths of a dollar for a ready-made AI dialogue. They cannot be compared directly. Ask for the all-in cost per connected minute and the cost per successfully completed task, including telephony, models, lines, storage, integration, and support.
Is an LLM needed for outbound calling?
Not always. For reminders, confirmations, or a short survey, a scripted robot is cheaper, more predictable, and easier to audit. An LLM makes sense when the user speaks freely, knowledge search is needed, or multiple tools are involved. Critical actions should still have deterministic checks.
Which three metrics matter most?
For an outbound campaign, the share of people who answered, task success, and the cost per completed task. For an inbound service, add containment and transfer accuracy. “Minutes used” and “number of calls” describe load, but not business results.
